Directed/Managed eight (8) Design/Build (DB) -Design/Build/Operate (DBO) nationwide procurements for municipal water/wastewater systems with capital improvements/O&M services.    Planned and authored six (6) Request for Private DB/DBO Proposal Packages.Authored comprehensive DB/DBO contract documents and contract technical exhibits.   “At the negotiation  table” with attorneys and risk managers during private vendor contract negotiations.Provided DB/DBO contract monitoring services for municipalities throughout the contract term.Presented technical papers and taught seminars on the DBO alternative project delivery method.

Project Finance Independent Engineering Due Diligence

Promoted to a firm’s national thought leader for renewable energy anaerobic digestion projects. Managed the design/construction of numerous Anaerobic Digestion and W/WW treatment projects 1-30 MGD in size and $1 to $120 million – both internal project management and external client management.Authored numerous water/wastewater facilities planning documents, basis of design reports and prepared many bid sets of plans/specifications for water/wastewater plants, anaerobic digestion systems, pumping stations and other infrastructure, to include performing process calculations and hydraulic analyses.
